Resolution: Won't Fix
The subsequent splitting of the views into type based views (wars, ears, etc..)
has improved the issue this JIRA was targetting (esp. pulling all of the system
modules into an independent view).
Also, in the 10 months that this patch sat out there it failed to gain support
from the community. I still think we can improve our views to hide items that
users don't need to manage 99% of the time. However, I'll pursue other avenues
to improve this for our users.
