Is this a new requirement? I mean... even Maven does not go to this extend to add all this legal fluff to their deployed artifacts. Is this actually an ASF requirement, or have we just interpreted it in that way? ---- Anyways, if we are gonna keep doing this, then probably need some more plugin support to help ensure that *everything* has the files in it.
