Fix to Log4jService.java, which was not setting the logFactory to
CachingLog4jLogFactory(), before reconfigure() was called, which checks for the
CachingLog4jLog class before updating the logging level.
Also, moved where lastChanged is set to the reconfigure() code.
Patch was created from server/trunk directory.
