Did also update the following lines in server-log4j.properties -

log4j.rootLogger=INFO, CONSOLE, FILE
log4j.appender.FILE.threshold=INFO

to be -

log4j.rootLogger=DEBUG, CONSOLE, FILE
log4j.appender.FILE.threshold=DEBUG
