Undeploy locks files on Windows

Upon undeploying an app, its entry in the config.xml is removed. However its
files in the G repo are not cleaned up. When the same app is deployed again, it
fails with the a "Config already exists" Exception.
Trying to undelete the app's files from the G repo fails with a windows message
that files are in use by an another process.
