When building car files currently, the enclosing maven pom is inspected for
dependencies, which can sometimes lead to unwanted dependencies being included.
Also as a side effect we have to overload the meaning of _scope_ to alter the
behavior when setting up the configuration modules plan.
By making the list of dependencies to be included in the plan explicit, the
plugin becomes simpler, faster and with predictable behavior wrt what
dependencies will be included.
