Can you provide more details here.
Does the machine have multiple network adapters active?
Have you verified there are no OS provided firewalls blocking the connection 
attempt?

I just ran "deploy --host <fully_qualified_hostname> list-modules" on a WinXP 
system against a recent build (last Friday) on a remote RHEL4 server and it 
worked for me.....
