If they are out of spec, fix 2.0 / 1.3 also.

The risk to .conf files are changes in httpd that *force* the user to update
their existing confs (think authn/authz changes coming in 2.2.)  This fix
forces them to change nothing in their own conf unless they have a problem
with their content.
