[chemistry] Initial jira components

Hi,

I've set up the following initial components in the CMIS jira project
used by Chemistry:

    atom - Atom bindings
    soap - SOAP bindings
    jcr - JCR backend
    site - Chemistry web site

We can modify that list as we proceed.
