newer GCS domains

Hi Andrew,

Is there a way to add newer google cloud storage domains at runtime? We're 
using the latest 2.3.0 but we're finding the gcs domain list is a bit out of 
date - for instance the newer US_WEST3 and 4 regions are missing from the 
Location enum.
