I believe the second one is part of the NSIS (or whatever the installer code is from) localization, so it can be localized, just not in Pootle.
As far as I understand, the first one cannot be localized, don't know why. Also, the splash screen containes unlocalizable string ("Build contributed in collaboration ...").
