In PROJECT_STAGE=Development it would be useful to force browse not cache
resources like .css or .js. The most annyoing during web development is
clearing cache somewhere in Preferences -> Advanced -> Cache -> Clear Cache
in browsers which don't have Clear Cache plugin like Firefox does.
