After more discussion with Gerhard followed by research into what Infrastructure has said in similar JIRA issues, I have come to the conclusion that the only way to add users to specific Myfaces JIRA project roles is to go through each of our 11 projects in JIRA and add users manually by name.
That is quite time consuming. So what I am going to do is add new committers/PMC members to whatever sub-projects they are active in at the time they become committers/PMC members + MyFaces Core, and then add users to other JIRA subprojects upon request. I'm generally very accessible via email, so I don't think this will add a significant burden. Most of us are not involved in all sub-projects. Please do let me know whenever you want access to a particular sub-project and don't currently have it.
