[core] release plans for MyFaces Core 2.2.10, 2.1.18 and 2.0.24

I think this is a good time to run a release for MyFaces Core 2.2.10,
2.1.18 and 2.0.24, maybe starting at the end of this week.

If there are pending issues this is a good time to say it.
