You were right but not all, the filename is PartyEntityLabels.xml.
Translations are not centralised (remember, it's a *true* open source project),
everybody interested can participate when available (you are welcome ;o). This
is why some labels are not translated. Be confident, translation is already
respectable and is enhanced every weeks...
Fixed in trunk rev. 635203 with some French amendments
