My error was to apply the zindexing parameter to the wrong layer.

since you were so kind i have another question about vector graphics:
every vector shape I can select with the graphicname parameter
(OpenLayers.Feature.Vector) is drawn pointing on the map with it's center.
is there a way to apply an offset so i can use for example an  angle of the
rectangle shape  to point on the map??
