Looks like this was discussed some 3 years ago, but AFAICS hasn't gone anywhere since. I'm looking into doing something similar, and have looked at both the WMC and the recent OWSContext formats, but the problem with those is they're limited to OGC-'approved' layer-types and also a json/js serialisation would fit OL better than xml.
