If you use the --rri task then Osmsois will do all this for you - find out which minutely deltas are required, load them, and out drops a nice and shiny single custom-built .osc file that has exactly the changes you need. You are right in so far as Osmosis cannot mix daily/hourly/minutely diffs, if will always get the minutely if that's what you configure, thus incurring a slight overhead because of the larger number of HTTP requests, but that's all.
