Hi Daniel,
a good starting point for you could be GPSmid .. This is a midlet dealing with OSM data + it is written in j2me.. you'll need eclipse and j2mepolish for it to compile (but those two are probably good for your application as well).. Since I'm not actively developing on GPSmid you might want to ask the people there (mailinglist / forum) for additional help on some concepts..
