It's currently not; however, you could modify the Kernel/System/DynamicField/Backend/<FieldType>.pm file and implement the required ACL sub's; however, due to how ACL's work with the JavaScript / AJAXUpdate call you may not be able to drive possible values into the field, but affect the values of others.
