At the point the do_meta_rules()/finish_meta_rules() block is reached: If all unavailable non-meta rules/tags are set to a "0" result before that point shouldn't that clear all the dependencies except meta<->meta? And meta<->meta should be resolved in do_meta_rules() correctly then.
