OK.
Looking at your code I guess it would solve the problem, as I could get good 
results overriding the <code>process</code> method of the RequestProcessor 
instead of ActionServlet One.
Anyway, the disadvantage of your method is that A form can't have contextual 
character encoding. Anyway this should be rare as UTF-8 encoding is a pretty 
good solution for such behaviour.
