I will probably be one of those people :) Unfortunately my team is not
in a position to upgrade to Struts 7.0 (Jakarta namespace) for at
least another 12 months so we will be relying on the 6.x releases for
quite some time. I suspect there will be many others in the same boat.

Also relatedly, I will be creating 4 more minor enhancement PRs
tomorrow. Given you've already commenced the release procedure, I
understand if these can't be merged for 6.4.0. These enhancements
would allow Atlassian to finally retire our fork of Struts so any
accommodations would be greatly appreciated.
