After upgrading from 8.0.30 to 8.5.5 we can't hot deploy applications anymore
because undeployment always fails with the error:
The Tomcat Manager responded "FAIL - Unable to delete [PATH TO WAR]. The
continued presence of this file may cause problems.
If we move back to 8.0.30 then we have no issues.
We've tried both unpacked and packed WAR's, we've also tried adding
AntiResourceLocking to the context.xml and nothing has resolved this issue.
