sure.
jira is an issue tracking system (lika bugzilla, if you happen to know
that).

in this case, you would create a *new issue* for the Wicket project with an
issue type
*new feature*. next you set an appropriate *summary* and *description*.

after the issue has been created, you can *attach files* (link is on the
left sidebar).
there you have the choice to select a radio button with the title
"Grant license to ASF for inclusion in ASF works".
this means that you put your work under the Apache Software License 2.0 [0]
which allows us to use it without legal problems/difficulties.
