I can't quite point to proper evidence, but I have a feeling that email notifications are being lost from Pagure.
One case where I'm about 90% sure this happened was with: https://src.fedoraproject.org/rpms/ogre/pull-request/3 where I did not receive the "cc @rjones" email. I don't think it was dropped by spam filters etc. I've seen other people complaining about this too, today for instance: https://src.fedoraproject.org/rpms/pcp/pull-request/25#comment-187753 On a related subject, pagure does not send out email when someone rebases / force pushes to a pull request, which seems like a pretty big problem.
