Things have changed a bit since then, Dia hasn't used Autotools (or make) for
some time now and different deps (notably graphene and more recently the switch
to python3)

Given VS6 is 20+ years old (and pre-C99....) I'd be rather impressed if that
works (or even runs on supported Windows), I'd imagine at least 2008 would be
needed

Of course until someone tries we will never know, we do have 2017 available in
CI  (https://gitlab.gnome.org/creiter/gitlab-ci-win32-runner-v2) but AFAIK no
project actually uses it (yet?)
