Falvio "Particularly.....Emergency Communications" is mentioned in Part 97.1 that you quoted.
 
But we can argue about the number of angels on the head of a pin all day long...
 
Realistically the fact that HAM EMCOMM exists and has shown by its exemplary service in disaster after disaster is perhaps the best protection we have for us retaining the ham bands.

I strongly disagree with your point. Read the definition of the 97.3.(a).(4). Nowhere is Emergency Communications mentioned.

97.3
(4)Amateur service. A radiocommunication service for the purpose of self training, intercommunication and technical investigations carried out by amateurs, that is, duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest.

On the basis and purpose part, just previous to this part, it states that it intends to recognize and enhance the value of the amateur service to the public as a voluntary non commercial communications service, particularly with respect to providing emergency communications.

Read VERY CAREFULLY and do not misinterpret the regulations.

Amateur radio is a hobby.

However, if we fear that it is going to disappear as such a hobby unless we turn into en emergency service, and we are willing to accept that, so be it. For me, when this becomes and emergency service, that will be the end.
