Rick can answer that better than I can, but I believe the 60% two-tone drive limit was established to prevent the multi-tone PSK mode peaks from overdriving the transmitter. Setting the two-tone level to 20% will just lower RF output, but going over 60% can cause problems; distortion / splattering.
