The problem is that the FCC regulations are overly complex and people need a specialized engineering background to interpret some of them. 99% of the licensees probably can't interpret every word in the regulations so they ask for help in this forum when something is not clear.

That's what the old Radio Communication Agency used to do in the UK as well. The problem then was that some people thought they had the authority to tell other Radio Amateurs what they could, and could not, do.
