What an intelligent self-installing extension would do, is read the LibO
configuration file, to determine where to place the palette.

However, the specifications appear to require the path that the palette
is placed in, to be in the config.xcu, which is part of the extension.
If something like ~/libreoffice/share/palette worked, that would
simplify matters, but when I tried it, it didn't work. :(

One piece of documentation that I think should be a priority, is a PDF,
with an accompanying video, showing how to put your dictionary, colour
palette, color gradient, or template into an oxt file for distribution
to third parties.
