after updating the JVM to 1.4.2_11 as per
http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=d2ab4470
we still saw the issue that timestamps in CF were shown in GMT.

After reading this
http://support.microsoft.com/?kbid=914387
and following the manual method EXPLICITLY, CF was able to report timestamps
in the locale of the server, Eastern.  It seems that if you leave steps g
through j out of this manual method, the JVM doesn't see any locale time
adjustment.  Looks like our techy missed these steps initially.  Note our
servers are on Windows 2K.

like this which keeps you on an older jvm. Then a new update to cf clears it
up which opens up a range of newer jvms for you. Bare in mind, the Adobe
guys are testing their code against the newer jvms as well so they probably
see the same issues and then rework their code to proactively fix these

good idea, try and fit this in maybe.  One thing I have found in the past
is that newer JVMs kill a few tags, notably the CFLDAP tag for one.
