Page numbers localized using wrong locale

As stated in DISPL-564, localization of page numbers is not correct. DISPL-564
has been set to fixed, but in fact the problem has only been fixed partially,
which results in a mixture of European and American formatting.
The changes from DISPL-564 should also be performed to
PaginatedListSmartListHelper.java (line 206) and SmartListHelper.java (line
289).
I already submitted a request for this issue (DISPL-606) over a year ago, but I
don't have the right to change the fix version.
