I've made it work, but don't remember how(changed a lot of rights on files and directories). I will reinstall and log my every move. Then I will post this info here.
 
Ken Jones (the author), has given this info as an answer to our problems:

Make sure the files and directory are owned by the
setuid bit on the dnsadmin.cgi executable.

hi,
  i have installed dnsadmin.According to the INSTALL file i have done the following:
1.# vi httd.conf
<Directory "/usr/local/apache/cgi-bin/dnsadmin">
    deny from all
    Options ExecCGI
    AllowOverride AuthConfig
    Order deny,allow

2.# htpasswd -bc /usr/local/apache/conf/dnsadmin.passwd admin admin
When i go to the URL http://localhost/cgi-bin/dnsadmin/dnsadmin.cgi , is ok.But when i want to show all domains,the error messages:
List Domains: could not open data file

Domains admin (senior)
Are there any permissions which I must set or groups or users which I must create ????? The file "dnsadmin.acl" seems to be the one, but I did not get grid of the syntax. A sample config file would help. Please can anyone help me!!! ...
