Necessity is the mother of all invention.  Looking at Ventura in 1998, it
seems clear that most active and innovative use of the Internet in
politics comes from necessity and not access to resources.  In fact
resources often make a campaign (or party) very cautious.  With the now
tightened Presidential race the active use of the Internet may expand
rapidly - why because they have to do so to win, it is not just an extra
side show.
