imho, any bitstream in the system should be considered valid for checking - 
ultimately, it may end up being archived, or reinstated, and at that point it 
could flag as being in error. Better to know of problems at the earliest 
possible opportunity.

Although it should prioritize all the items that are in the archive, then in 
progress, and finally withdrawn.
