I was going to make exactly the same proposal after reading the second
paragraph.

Logically, it's the right thing to do - the provenance for 'this' instance
is how it came to be in 'this' repository. Whatever happened to it in
another location is essentially a matter for that provider.

Although, if the provider does happen to expose provenance by choice, then
the "Item harvested" text should be added to the retrieved provenance.

As you rightly say, the only alternative is to state that the provenance
field is a minefield, and that it needs to be removed in favour of better
audit trails. But that is so clearly not in scope for 1.6, it's a moot
point.
