I have some errors in my last comment that made this unclear. I meant that the
metadata[prefix].xml files are the ones that need the <dublin_core="something">
statements inside of them.
There's a much clearer explanation of this here:

It's in the section titled "What if I need to import metadata in a schema
other than Dublin Core?"
Maybe the TDL administrators would let us use this wording?
