On behalf of the DCAT group, I'm reporting that we discussed this issue today 
and came to the consensus that allowing the bitstream display order to be 
changed by repository managers has broad appeal in the community.  DCAT members 
have all experienced the desire to have this functionality.  At this time we 
agree that while this does not have top/high priority, it is increasing from 
medium priority to medium-high priority.  The driving impetus for its increase 
in priority status is centered on the increasing support we give to managing 
item records for data files.  As our work to support data increases, this will 
become extremely important.
