Actually, technically, if there's no difference in the fields to sort upon they are ordered by whatever the database feels like. This is most likely to be the order in which they were entered in the database, yes. If you are sorting by title, though, then it isn't immediately obvious that you'd want to sub-sort by date (I might have other fields displayed that make more sense to me), so I'd argue that it's not broken; adding a sub-sorting feature might be a reasonable next step, though. Doesn't just sorting by date satisfy your requirements? If you want to add sub-sorting as a feature, I'd recommend applying the new version of the browse code, which is considerably more flexible and easier to extend, and then making your changes there: http://sourceforge.net/tracker/index.php?func=detail&aid=1702233&group_id=19984&atid=319984 Otherwise, you could add it to the Feature Request page in SourceForge.
