Hello, there is no distribution but a submission license.
The submission license can be specified on collection basis. So individual licenses must be changed by editing the collection. There is one default license in [dspace]/config/default.license. This will be used if a collection got no own license defined. Note, changing the default license or the collection specific licenses will not affect already ingested items.
