There are some alternatives to do that, but in general, you need to
create a directory structure with the pdf files and the metadata
packaged in predefined formats, since the batch metadata-import tool
can't import files.
Peter Dietz developed a tool, called SAF builder:

formatted metadata, and files in a directory that you specify in the
csv, and build a package suitable for batch importing into DSpace via
the command line ItemImport"

where the csv files must be converted to dc-xml-like files and creating a
super-structure of directories containing files, dublin-core, licenses, etc
and some othe alternatives...
