No, not from the database. Strictly speaking, all fields are "permitted" to be repeating; once an item is live, a DSpace admin (or more generally, anyone with the appropriate permissions) can add as many metadata values as they like for any metadata field. Single values (and for that matter, mandatory fields) are enforced only during DSpace item submission and when editing metadata during the review workflow.
