I think this is different in JSPUI, but I'm not sure. We're using the XMLUI and the problem is that it adds two additional clicks at the start of almost every submission, as only a small percentage of submissions actually require the previously published date field. I think I worked out the solution: skip the first step and modify the date published field so that it isn't required.
