PC serial to USB, allows the use of USB items in the Pc mouse/keyboard port.
It's a PS/2 mouse/keyboard port. It doesn't allow the use of USB but rather connects a PS/2 / USB mouse or keyboard to the PS/2 mouse / keyboard port. That is these device have both USB and PS/2 interface electronics and switch automatically between them by connecting or disconnecting this adapter.
PC serial is DE-9 or DB-25. PS/2 mouse/keyboard IS serial but it's not "PC Serial".
Not Mac compatible

It looks like a serial plug, but the 2 center pins are missing, replaced by a rectangular stud.
I forget what this is.
