Bill, I've only operated PSK31 a few times, but a simple way of checking your system's receive function is to just connect a cable DIRECTLY from the fixed audio output jack on the back of the MP to one of your sound card audio inputs, e.g. Mike. You should be able to copy PSK31 with the DX4WIN without a problem.
However, make sure that your sound card controls are properly setup. I am using W98 here and you have to go into the audio menu either through the control panel (Multimedia) or the volume (speaker) control icon at the bottom of your screen. If I remember correctly, you have to adjust the parameters under "Recording" to optimize PSK receive. Also, make sure that the audio input that you're using on the sound card is activated, i.e not muted.
