I recently went through this same exercise.  Received help directly from Paul.  
In the end, after several tries, he suggested I note all settings, then delete 
the .cfg file.

After doing so I logged back into DX4WIN then clicked on FILE/PREFERENCES and 
re-entered all the data applicable to my station.  Luckily I had written down 
the info needed to allow DX4WIN and my radios to communicate (IN "RADIO" tab).

I then exited the program being sure to SAVE when asked.  The problem was 
corrected.
