Hello Bert, The answer to your question depends on what you have done before this: 1. have you made ANY DXCC submissions? 2. if so, have you made them through dx4win so the program knows which countries you have submitted? 3. is this your initial DXCC submission, or an endorsement? 4. have you applied any of your LoTW credits to your DXCC account?
Normally, when doing a "mixed" DXCC submission (combination of paper cards and LoTW credits), you do the LoTW submission first, wait for it to be processed, then submit your paper cards.
