Co-sponsored by the Carnegie Council on Ethics and International Affairs and
the New York Public Library

How should nation states and other actors balance responsibilities to
mitigate unnecessary suffering worldwide with obligations to promote
security and ensure justice for victims of terrorist crimes? To what extent
can the different security strategies that are undertaken in response to
terrorism, such as the use of force, increased restrictions on travel and
changes in foreign policy be combined in a way that can promote other
objectives of social justice?
