(info "(emacs)MS-Windows Registry") describes how Emacs consults the Windows registry to find various information that, on *nix, would have been gotten from the environment. Examples are the user's HOME directory, the EMACSDATA directory, and others.
The problem is that (info "(emacs)Windows HOME") doesn't refer to that node, and, by not mentioning the registry, implies that the registry is never consulted, when in fact it is.
